In an age in which people benefit by the communication of information, there is a tendency for us to treat bandwidth and transmission capacity as a commons in the same way as did the herdsmen in Garrett Hardin's poignant essay, "The Tragedy of the Commons," (subtitled: "The population problem has no technical solution; it requires a fundamental extension in morality).
